The Municipality project was initiated by the Norwegian Union of Municipal Employees (NKF). The project is an alternative to privatisation and competitive tendering. The idea behind the project is to use the skills, knowledge and initiative that we know exists in the municipal organisation for making the municipality’s services better.
The Welfare state
Engelsk innledning av Laila Harré, tidligere minister i Labour/Alliance-regjeringen på New Zealand, på For velferdsstatens sykehuskonferanse 8. september 2003.
This project, initiated by the Norwegian Union of Municipal Employees, has shown another path of restructuring the municipal sector than privatisation and deregulation (2002).
Presentation given by professor Michael Quinlan, University of South Wales, Sydney, at the Welfare Conference in Oslo, 4-5 March 2002.
The up-building and development of the public sector and a comprehensive welfare state have been one of the most important instruments in order to achieve redistribution of wealth in Norway. However, we can still experience difficultly accessible public services, imperfect care and welfare services which do not reach everybody. It is therefore necessary to strengthen and further develop the welfare state.
